• EU Country Analysis Poland November 2022

This report examines the construction equipment and agricultural tractor industries in Poland and is an update of the last study on the country published by Off-Highway Research in 2017.

The aim of this report is to present a concise overview of the development of the various construction equipment sectors in Poland over the past five years, assess the major changes that have taken place in that time, and explain their current structure. It will also describe the developments that are likely to occur by the year 2026.

The market for new construction equipment has undergone consistent growth during the period under review with sales reaching a new record level in 2021. Following further positive development during the first quarter of 2022, when some product sectors saw growth of up to 30 per cent, demand faltered significantly towards the middle of the year in response to continuing uncertainty surrounding events in Ukraine, high energy costs, soaring inflation and spiralling leasing costs. Suppliers have reported a slow upturn in sales during September, although the industry remains distinctly cautious about predicting developments in the short term at least.

The long-term outlook for the market nevertheless remains positive since the level of planned infrastructure and associated construction work remains considerable. The potential for expansion to resume is considered high, although there is a high degree of uncertainty regarding the timing. Inevitably much will depend on developments in Ukraine and, significantly, on how quickly the ongoing ‘rule of law’ dispute between the European Commission and Polish government can be resolved. Until such matters are settled, €35 billion in grants and loans from the EU pandemic relief programme to Poland remain locked. The instigation of many large infrastructure projects is heavily dependent on their release.

Following an initial period of desk research and discussions with the world's leading construction equipment manufacturers, Off-Highway Research undertook an in-depth field research programme in Poland in July and August 2022, covering all the major importers of construction equipment as well as local manufacturers.
